Large N.S. landlord running 'scheme' to collect illegal deposits, says legal aid group

One large Nova Scotia landlord is under fire for charging deposits outside of what's permitted under the province's residential tenancy legislation. Half a month's rent is the maximum deposit a landlord can charge, but some tenants are paying thousands to secure an apartment, and spending months trying to get the money back.
